Looks like the chrome-plating on the dies was starting to deteriorate. You see similar features on the 1995 Peacekeeper loon dollar (shown in the variety section of 60th edition of the Charlton catalogue).

Would this be aka mortarset? Or does this condition have to be more extensive to be called mortarset?

Basically synonymous with mortarset (a term used by Hans Zoell).
