Looks like a cast reproduction of a Rupee of Islam Shah Suri, Surid Dynasty (Afghanistan). I can see casting beads all over the place which would not be present on a struck version. Probably sand cast.

Thanks....for the information...The weight and size is what gave me a problem...I do know for sure that the coin is over 110 years old...I didn't know they would have made sand casts around the time the original coin was struck...Thank you for the help...Peter

Casting was not a mode of production during this period for silver. The original was issued by Islam Shah ibn Sher Shah Suri who ruled from 1545-1554. It should be a rupee of his standard (11.6 g). The size on these varies from 19-24 mm. The Suris ruled in Southern Afghanistan, the Punjab and as far as the Ganges.
Wikipedia has a passable article on the Surids.
