I seem to remember the answer being yes, but now that I'm getting back into CRHing again, I'm hoping to get confirmation that these tiny parallel scratches are indeed a sign that the coin has been cleaned.

In the picture presented, there are no scratches on the relief detail.
This leads me to suggest that the die has been scratched.

Considering the severity of the scratches it seems that the die has been damaged (accidently ?)
If that is the case, the die face has been dragged, or has had something dragged across it.

Those are scratches that were on the die, no the coin itself. Notice how the lines stop at the edge of the devices? Hairlines from cleaning would have a small pause at the edge of the devices and then continue on top of the devices as well whereas die polishing lines will only affect the fields in most cases. Die polishing lines are also in relief on the coin while hairlines are scratches in the coin's surface. This die most likely received an aggressive abrading/polishing to remove strong clash marks.
Rest in Peace

If the scratches appear only on the field of the coin (raised die area) and not the raised detail of the coin (recessed die areas) the die has been altered by the mint. Possibly to remove issues from a die clash.
