2008 Sacagawea Eye Issue

I was checking a bunch of proof sets and came across this in the 2008 set. It is very hard to get a good picture of it but she has two eyelids. This has cuased a "bump" that left a mark on the plastic cover so the third eyelid that is seperated is actually a scratch in the mint encasment.

Anyone else seen this? I have looked at it at every angle but have gotten nowhere. Can it be a die or a shift/slide that cuased it on eject? There is nothing else on the coin I can find.

Could be a die chip on the lower eyelid. That would cause a small bump above the normal design of the coin.
