Looks like a perfectly unblemished coin to me! PF 68 to 70, with no spot staining.
I assume that the spots shown in the first two pictures are dust particles on the outside of the holder. These first Australian decimal proofs typically suffer from over etching of the relief detail on the proof dies. MS60 or better uncirculateds of this period show more relief detail. The Royal Mint in Llanstrisant did a better job during this period in this regard, with their proofs.
