The die was probably filled by contaminants when this coin was struck. Dies are regularly cleaned, but sometimes oils and dust fill the details of the die so these parts can't be seen on the coin.

Most likely a Grease Filled Die not a weak strike. I weak strike I think would have weak rims as well and the rims on yours looks to be normal.

Need better pics ( both sides ) but it looks like it was struck through something .
