I just let the seller know I'll have to open a case and hope they'll understand. Unfortunately, I don't think I can ship it within the US. I imagine I'll have to mail it to someone and then have them mail it for me. And just as unfortunate, Canada Post is pretty expensive. At this point I just want to get back what I paid. I don't dare as the seller to reimburse me anything. I'm afraid it'll make the process more difficult. I've never had to file an SNAD before and don't really know how long it'll take or if it'll rule in my favour. Guess we'll see. I'll keep you guys posted if you want :)
throwbackid, that isn't the case with me. Throughout the years I've purchased items on ebay and received some that were slightly damaged but minor enough that I really didn't mind. But in this case, had they mentioned these marks on the coin and the tarnish, I would've passed.

unfortunately neither ebay nor paypal can enforce that the seller pay for the return shipping. The best you'd be able to get if the seller is not cooperative is your $129, with you paying for the return shipping (must one with a tracking number as Penny4Me mentioned, which will cost you) don't worry about cleaning coins if all you plan to do is a dip. This is a proof sterling coin and not a true numismatic coin, so unless you absolutely botch to the cleaning by scratching it further or leaving the coin in acid for hours and hours, you're not going to diminish it's value with proper cleaning.

In all fairness the pictures on the listing do show finger prints and white-marks on the coin quite clearly

Did I miss something or did you say you paid 129 bucks for a half oz. of sterling?
What could it had been if indeed the case to be worth that much premium?
Generally most sellers policy is accept returns and shipping on you and if it is listed that way in auction you pretty much gonna have to bite the shipping bullet unless seller agrees to grab it....

poboxw, because the listing states the coin has no problems so I assumed all the scratches and marks were actually on the case and not on the coin. And then there's the tarnish problem.....
Silverhawk74, correct. It's a huge premium and I really had to debate with myself whether to make the purchase or not. I just really love the design and in the end decided it was worth it.
But will I be reimbursed the original shipping cost or will I have to pay both the shipping and return shipping out of my own pocket?

depends on the listing, but paypal will account for your original shipping cost if you file a complaint and wait the weeks required for it to settle.

The problem is obvious in the photo IMHO. I would just dip the coin and be done with it.

hmmm, well the seller stated that the coin has no problems so I believed it. Plus the tarnish is another story. It's not visible in the pictures because it's all on the edge.
Can you guys let me know how I should clean it should I decide to keep it? Basebal mentioned acetone dip. Will that get rid of the marks as well as the tarnish?

I agree with throwback I can see the tarnish in the picture and dont believe this to be a case that buyer protection should cover. 46 is way to much of a loss to return it, youd be better off just listing it and reselling it yourself if you wanted. Not sure if the acetone would solve it or not but its worth a try.
If you search the forum for acetone theres a lot of threads out there about the best way to do it. I've never used it myself so someone else would have to chime in but I know its widely used in collecting and grading companies are fine with it
EDIT: I should add I'm not trying to be a jerk and hopefully didnt come off that way. Just giving my honest opinion. Everyone of us here has made a mistake on coins as some point or another so you arent alone

O.k. I think most would agree with me 100 plus for sterling in any form for just a half oz. is not a good buy but to each their own. Images sell and so does rareity and after a little research you could have done way worse.... Havent taken the time to look yet but these are two I found prob from same seller. General rule and perhaps you did this. But I copy then paste key words in title and see what the cheapest priced one is and if its a good deal. This coin seems to be rare as mentioned and priced at 100 to 120 so you can break even. By the way I am pretty good at setting up paypal invoice avoiding ebay fees atleast, so there is option to posssibly get close to breaking even.... I would simply dip as mentioned as you wont be able to tell post dip as will anyone else. Micro sratches created from apppling a fabric cloth material to coin HARMS it like a mountain range being worn down over time, not dipping the coin which scratches nothing....

Basebal, not at all and I really appreciate everyone's feedback. Maybe I don't have a keen eye but from looking at the pics I would've never known there was bad tarnish on the edge and I truly took the seller's words that the coin had no problems. Next time I'll ask the seller just to make sure :)
Silverhawk, I agree too in an investment perspective. Plus I was over-charged for shipping as well :S I'm interested in a lot of coins from European mints. They're really nice but all sterling silver and costly 
I was just browsing the forum on cleaning silver. Didn't find anything specifically on "cleaning" proof coins and also read some responses that say we shouldn't acetone . Is there another dip or just acetone is enough? I'm scared I'll ruin the coin. I'm not really sure what to do. I'm just really bummed and it pains me because I spent so much money on it. If I clean it I'll probably keep it and not resell.
Oh the link of the same coin you found, I actually found it too after I won the auction but not before. It's weird because I also searched over and over but I just didn't see that listing :( When I saw the total was cheaper I slapped my desk lol.

This is generally recommended for proofs but the other way to remove tarnish is carry it around until the ruined surface wears off. Its basically how you unclean a cleaned coin. It might be helpful though if you could get some pictures of the edge youre talking about. Lastly I would add, and Ill probably get some flak for saying this but in the end its your coin and you can do what you want with it. What I mean is if you arent worried about the value and want to clean it its your right to do so. If you do happen to decide on that and resell just be honest about it. Rock also made a good point you could ask the seller for a partial refund and see what they say, it never hurts to ask
