Very VERY new to errors, doubled dies, and such. Could this be a 1999 DDO?

I'm also EXTREMELY new to errors..I don't even know many of them yet, but in my opinion, I think it could be a DDO. Could be wrong though.

99/99 implies Repunched Date. This could not be an RPD since the switch in the mid eighties all four digits are punched into the Galvano not on each Master Die as previously done. I think the "doubling" you are seeing is simply a plating issue.

Correct me if I am wrong but RPD's stopped way back in the late 1800's.As for a plating issue,didn't a pro recently say this is a worn die issue? I thought is was a plating issue as well.

I'd call it disturbed plating doubling...a worn die will show other signs of wear.But in the end either is common on zinc cents and not really considered collectible.

John, I left out a sentence....RPD's ended in the late 1800's...should have said the last two digits started to be part of the Galvano in the mid eighties.
