the obverse is ends in "snobcases" and begins with "f", so
could be crispus, constantius ii, constans, I think it is

FLCONSTANSNOBCAES for contstans,but not sure.

the reverse is a SECVRITAS REIPVB with secruitas leaning on a pilar.

and what is that funky mint mark? R "something?" T?

anyway, any help would be appreciated!

Probably R Dot in crescent T from Rome.

There is a theory that this mark (if it is that) is associated with the births of Emperors children, certainly for Constantine but maybe for others too.

Just thinking aloud but maybe Crispus

Using the above and checking RIC it can only be Constans, you were correct

It was produced for Constantius II as Caesar but only with a 'NOB C' ending and Crispus was dead at this point, I don't think it was ever produced for Constantine II as Caesar, perhaps as Augustus, as it also was for two of his brothers.

Its also not Dot Cres, believe it or not its a leaf! see a similar Constantius II example here (click through link to see diagram):
