It may be a situation similar to that of the Ukrainian grivny coins, which were struck and then stored for several years until the inflation died down enough to make the use of coins viable once more. Or perhaps inflation rendered the coins worthless even before they started making them, so the project was quietly cancelled. 100 kyat is worth slightly more than 1 US cent at current unofficial exchange rates.
