They refer to the designer's initials, in the base of the bust of the Queen's young effigy.

Thanks SPP-Ottawa,and I'm aware of the description of the error.I unfortunately have a AU cent with complete die shift doubling on the obverse lettering and a deeper than normal effigy with the MG doubled and barely visible under x20.

I do believe the cause of the error is die shift only and all the 1964 1 cent Can. coins having this error will have obverse die shift lettering.

I have two in mintstate condition, one in my collection (MS-65) and one in my inventory (MS-64). I can check them tomorrow for you, and let you know if I see anything.

The missing 1964 Missing M. Is it considered a variety or an error? Do you know if it is the result of a over polished die or something else?

It was always assumed to be the result of an overpolished die... the die-shift lettering idea has to be tested against known examples...
