I'm really not sure. The only limitation I can see is that you need a feedback of at least 10 to use 'Best Offer' in the first place, and it obviously has to be a fixed price listing. Other than that, I can't find anything that would explain why one couldn't revise their listing to add or remove that option.

I did see, however, that the Best Offer isn't available for all categories.

That could be it. I cant remember what I had problems with I think it was an old gun holster but I know for a fact it wasnt a coin.

I wonder why they dont let you use it for everything, I dont see how thats any different than just starting something at a certain price

Well I made the same exact listing twice. One didn't let me do best offer option, so I created it again and it did. Nothing was different at all, that's why I'm confused.
