i believe this is a plating issue or lamination I'm not sure

So just for the sake of myself and others curious as to what this might be...is what eddio pointed out..something that is normally part of the design found on this years coin?

Not part of the design.Appears to be a die chip.
"Dipping" is not considered cleaning...
