Macarthur Peso And 50 Centavo

I have a question about the 1947s MacArthur issue peso and 50 centavo Philippine coins.

My coin catalog say they were issued for circulation, and indeed I've seen many in circulated condition.

But the mintage figures (100,000 and 200,000 for the 50) are more in line with other non-circulating issues. I've seen websites saying both.

Peso coins were minted in silver until that point, but mintage figures never dipped below 463,000, which is more than four times the amount for this coin.

So what I'm getting at is were these coins issued for general circulation? Or were they strictly commemorative issues?

They were made for circulation even with the limited mintage, but most were saved and are found in great condition relatively easily due to being a commemorative issue.
