1962 hanging two . Notice around the eye ,mouth, chin, neck and hair line . Is this miss punched , extra metal or what .

I noticed on other post they are calling it 'extra metal'

Most likely the chrome plating was missing from that portion of the die.
"Dipping" is not considered cleaning...
