Yes, all off centered errors are broadstrike errors.

A coin must display the full design to be a broadstruck error and it can be either centered or uncentered. However, any portion of missing design= off-center error. Broadstrikes and OCs are both struck without collar containment of the planchet.

Yes I would say it was broadstruck and off-center. Contrary to what has been said off-centers can be struck with the collar in place. Often when that happens the off-center coin also has a bend to it as the planchet gets jammed between the die and the collar.

Here is the definition from the CCF Glossary on Broadstrike:

Coin struck without a collar, thus when the coin is struck the metal is allowed to expand and increase in diameter. May be centered or uncentered, but must not have any missing lettering or design detail.

From this definition the coin could not be a broadstrike.

You can also have a partial collar.
I come across more broadstruck dimes
than anything for some reason out of any of the normally reeded
coins.
