Toning, no. But being off struck like that penny is yes... Nice full date one too!
Toning isn't an error, but depending on how nice it is it can bring a premium. That one I'm not sure if it would bring the premium above the off center due to the toning, but a really nice penny none the less!

*edit* I should have been more specific.. An error is something that happens to a coin before leaving the mint, examples, off struck, coin struck on wrong planchet (nickel struck on penny etc), double strikes, overdates and more. Toning is a reaction in the metal to cause colors. Often from gasses in the air or chemicals in whatever the coin is stored in... Bag, roll, album, folder, etc.. As well as artificially in numerous ways.

I seem to find more offset strikes with U.S. coins than any other country.
Probably due to the huge volumes of production, and quality control under pressure as a result.

Overdates are a variety, NOT an error. Error coins are a result of something that happens during the striking process. Each is unique, meaning that no two are EXACTLY alike. On the other hand, varieties are something already on the die BEFORE the first coin is ever struck. Each coin struck with that particular die will exhibit the exact same variety.
