Close I'd call is #217, though I'm unfamiliar w/these. Different countries have diff. terms for errors. Maybe "fillrd in" could be a doubled, up north, buy in dont think so.

Worn or deteriorated dies, IMO. You see this error all throughout the 40's, often on the pennies too, and on the pennies of the 50's and early 60's as well.
