Looks like a retained lamination flaw. The 1930's KGV pennies are full of errors like that. Sometimes it's obvious that the "extra metal" comes from the coin itself, just shifted from its original position a bit, while other times it gives the appearance that it came from another coin altogether and somehow got stuck to the present one. Nice find!
