Your not alone on this one. I have one exactly like yours. On other dates some have been authenticated as double strikes and some not. It has to do with the shelf like appearance in the flat field.
I do not fully understand it completely because of die slide (etcetera).
Because of the doubling on the horse as well, I believe it to be double struck.I can not tell you the value.
