Two possible reasons:
The blank never made it through the cladding process.
Sometimes, a copper nickel coin can discolour like this, depending on the environment it has been in.

How much does it weigh?
That should give you a clue as to whether it has been clad or not.

I don't think it is a penny planchet, or rim damage would have resulted during the striking process.

By far the most common cause for such discolouration is that the coin was buried for a while.

I will have to get it checked out. I found this in a large jar of pennies my father collected...could that have effected the color?
