I've seen plenty of errors in my time, but never one like this !!

Interesting-Partial-Collar-2003-5-P-Coin

I assume from a bit of research that it's a Partial Collar whereby the collar has slipped during the triking process ?

Was noticed by my old lady (who works in a bookmakers) as it stood out in the 'stack' of 5p coins.

(I realise this is the UK section not the World Error one but assumed it would be more fitting to post here - Move if you see fit)

You are correct, that is a partial collar error caused by a failure of the collar to properly engage during the striking of the coin. The security edge of the coin is applied by the collar so when it is not in place, you get a coin with a partially smooth edge and a slightly larger diameter. Definitely collectible as an error but I am not sure of the value on a UK coin, a US 5 cent with a partial collar would be worth ~$10.
