All specimen 1-cent coins from the 1973 sets (both the double cent and double dollar prestige set) came from the mint lightly lacquered. What you are looking at is the result of a red, fuzzy velvet case, plus 30+ years of storage with humidity.
It took me FOREVER (well, 8 years) to find a bright red specimen cent with a heavy cameo finish - I found one whereby a collector had removed the coins from the set a long time ago, and put it into a plastic capital holder.
That said, if you get the right storage conditions, you can get some fantastic toned specimen cents from the early 1970s. Like this pink-toned beauty...
