A "Zs 4" Mystery | Damaged Palestine Fils 1927

After over 250 views each, no one seams capable to help me with the 3 coins I can't identify... Now I have another question I suspect, will remain without answer.
Lately I inherited several Palestine coins. One of them is regular 2 mills from 1927, but on the other side it's flattened and ZS 4 is engraved. Any idea what it means?

I'd love to say it was a specimen of sorts, but it's a damaged piece stamped w/some sort of identification #.

I just wondered if there is a story here.
And despite my complaint about the 3 coins I now have a great lead on them thanks to Bacchus2!
