Looks like an AE4 of Theodosius or Acadius.

I thought at first it was a 4th century 'Constantinian' bronze but the style of reverse looks early 3rd century. Possibly a colonial issue. Without better photos (increased contrast might help too) it is hard to be sure. I am thinking possibly Elagabalus

I thought at first it looked like a 'diadem' but the more I looked I wasn't so sure. Reverse doesn't look that late.

Im thinking Arcadius personally - I doubt you'd fit Theodosius on there.

You know I couldn't make head nor tail out of reverse but now I can see someone being dragged by hair.

For what it is (probably Arcadius)it appears to be a nice one. A long soak to remove some of the crusty stuff and you should have a VF coin.

It is an AE4 SALVS REIBVBLICAE, type 39 on this page: http://esty.ancients.info/ricix/You can look at the images and obverse lettering to try to identify the emperor.
