Looking at his listing, you will see it's part of a series of 5 consecutive serial rolls.

I just didn't think that they would command prices around $200 a roll. Searching sold coins I did see the ones in the 19900 range going for more money than other rolls

I can't see what makes this roll command a premium. As someone once said, "a price is determined whatever the market is willing to bear".

I can understand why 1st and last roll would command a premimum but I don't understand why anyone would pay extra for other numbers.

It's the 651-700th last pennies ever to be distributed by the. Royal Canadian Mint, by last I mean not necessarily the last 650-700 pennies distributed my the Mint by date of selling but by a number that magically adds value to a roll of 50 pennies that without its special wrap and number would be worth considerably less.

This seller has had some crazy auction listing before - high COA's, double stickers, replacement and original numbered rolls, radar rolls etc...but this one takes the cake. http://www.ebay.com/itm/FAREWELL-TO...t_170wt_1399It's a NO NUMBERED COA. Wonder if you get the eraser thrown in with the purchase.

That seller has more than 1 rolls for sale. Something suspicious about them. Either way, stay clear of them. These rolls have been on ebay for months now.

My corrupt mind is thinking of putting a #20000/20000 on that COA.

As many on ebay has noticed over the last few months regarding these rolls with no coa, or the two on a roll, the person with same # and replacement #, kind of tells you how legit the RCM cared about being accurate. Begs the question is roll #20000 really #20000?

Call me cynical but as I recall the mint had a "rule" in place stating something like: "strick limit of one role per household", .If you cruise through the bay you find listers with multiple rolls with sequencial serial numbers. It takes some of the fun out of collecting when you see things like this. I'd say more but I'd come accross as being grumpy.
