First, welcome to this forum! Next, sorry I have been away for a few days.
Now, to answer your mystery.
This is the first I have seem on a $20 note, so very nice find and catch. This does exist on $1 notes and is considered an error note in the mismatched serial classification. The known $1 notes are the 1995 IN block left serial and the 1999 LW block right serial. But I have never seen it on a $20 before. Very nice and interesting. And on this $20, it is on the right side serial as well. Like I said interesting.
To see a picture of this on a $1, you can look at Bart's 3rd edition error book, p.202. - F is book at $1000.00, EF is $1500.00 and CU is $2000.00. So you have something there.
I will try to get a couple of pics of the 2 $1 "-" errors and post later.

Take a look at the link below from ebay. It took me a while to find this note as I had seen it before. If you wanted to take it further you would have to grade it and make sure it's not a just a random ink spot / smudge etc. As per value it's a tough call on errors as most collectors will pay a high premium for dramatic errors and bypass the minor error types. Wow that's awesome man I can't believe you found one. Yea my buddy in a way said the same thing said could be worth little or a whole lot. The only thing that makes it different to me is where the "-" is I'm pretty dead center but I just don't know but it is odd that both of them are II with a mark in the front of them I just really don't know what to make of this thanks

Well, the one on ebay that Ceylon62 found has been graded and labelled as a mismatch. So probably Rnichols048's friend example may be graded the same. I find one thing interesting between the 2 $20s and that is the "-"s are not in the same vertical registration, even though they are from the same series and block. Value will go down as more of these are spotted and found. I think the one on ebay is priced too high myself. But errors are funny, some will go for very high prices and others go unsold at lower prices. Jim

So y'all think my next step needs to be to get it graded ? Or since its possibly the same to not worry with getting it graded? Thanks

Definitely get the note graded. When PMG or PCGS certifies that you do have a dash error, it gives you the ability to command a much higher price for it. Since this dash error seems rare and unknown to most collectors you definitely want them to rest assured it is an error and not just an ink smudge.
Now you just need to find two "dash" error collectors to fight over your note. best of luck!

I agree with, have it graded for legitimacy since it may be a note with a high premium. That is a very small investment to have it graded.

While I'm down there if I was asked to sell what would be a fair price if offered. I understand that y'all can't look at in person and its hard to value something without seeing it with your own two eyes. But as I am not a collector and just want to get a fair price on it thanks.

$500 would be the most I could offer, if it were graded. For a bottom line. Tho I'm sure you could get morr atbq show.
