It's a higher grade coin which leads a little more credence to the legitimacy of the toning but that looks like way to much blue without any other colors so I am leaning to artificially toned.

AT all day...electric blue around the entire peripheral is a common outcome of heat application with either an olive oil or in a potato in the oven - I wish I saved the link with an article that highlighted that fact, I think it was Doctor Tone or something if you google it
