Very interesting !

"Tirage au sort" means drawing lots, so I think this is in effect a metal lottery ticket (no 39).

It's odd that the obverse says "Republique Francaise" with a bust similar to the post-1870 French coinage.

Or might it be that tirage au sort, in this context and this time period, might be referring to military conscription?

Like Philadelphia said is a military conscription medal , from 1872 the military service in France was obligatory and every one had to be registered at the age of 19 receiving this medal with a number , every time the military needed new soldiers in the service they called the new soldiers and the medal was the identification of registered conscript ...
