Your best bet here would be identifying the moneyer and mint, and seeing if they are unique to a monarch. The moneyer's name begins with RO; the mint ends in XEC, which almost certainly is EXEC, for Exeter. Report this Post to the Staff

My searches have turned up attributed pennies of subtypes of class 1b almost exclusively, including a ROGER ON EXEC. Roger would be my pick, and probably class 1b2, or Henry II. "Welease Woger!"
