No... but it is one of the '12 Caesars' and was minted in Asia Minor.

This provincial Roman coin, attributed to the Koinon of Bithynia, is clearly related to the Jewish War. RPC II p. 97 notes that this coin has "...significance beyond Bithynia: the palm tree with obverse of Titus is a clear allusion to Titus' participation in the defeat of Judaea..."

Interesting look for Titus, He wasn't a well liked emperor and this image kind of shows how there saw him.

I think it's a Selucid. Not sure which one though, maybe Antiochus VII Euergetes?
