They are cut into blanks and then plated.

The steel cents of 1943 were plated with zinc and cut into blanks. Because of this, the steel was exposed on the edge.

If the modern cents were plated first, the zinc would be exposed on the edge.

Strip is rolled, blanks are cut, blanks are plated, edges are upset to create planchets, planchets are struck to create coins.

If you see the photo above, you can understand better about how American pennies are made. I have a blank penny die, not sure if they worth anything.
