It does appear to be late Roman, but because of it's condition ID is going to very difficult. I would guess Valentinian I based on a few letters that I can see.
It was once an AE3 of Valentinian I, likely the "SECVRITAS-REIPVBLICAE".... though it has had its Patina stipped off and then scoured with a brash-bristle brush. Most of this issue was struck on thin flans of Copper, especially those from the Gallic mints.
