I admit under-grading does not happen much with 3rd party graders. Have you had much experience with re-certifying low grades ?
If so-what do you think caused the low grade in the first case?
I am presently looking at a coin I think is way under-graded-I might be sorely disappointed ( ebay)
I give it EF45

Yes, 3rd party graders make mistakes in both over and under-grading...

For years ICCS had the reputation of being very conservative and most of the coins in ICCS slips were under-graded... it's been a common practice to buy ICCS coins and submit them to PCGS to get a higher grade and a nice slab...

Nowadays it seems that ICCS has started to swing the pendulum the other way and are no longer the standard of conservatism...

Also, they used to have a tendency to downgrade a bit if coin is dark toned as in the one you are questioning about...

The pics of the coin you have posted are not that great... I've tried to enhance them in order to get a better look but it's just not possible to be definitive...

I would say it's better than VF-20, but not an EF... possibly a strong VF-30+...

Very frustrating though that ICCS can't be more consistent in assessment of grades...

Here's a couple of other 1858 Twenty Cent Pieces...

First one is in my opinion over-graded... I would call this VF-20...

second coin is clearly better and I concur with ICCS grade on both pieces. The inconsistency on ICCS grading is just NOT that rampant. I have supported ICCS since the beginning and think for the most part they are quite correct and consistent. I know they have helped me make a lot of money over the last 25 plus years. If anything consistantly conservative about somes it up IMHO.

NIce shot ! But I stand by what I said and I have sent ICCS thousands of better coins over the years and yes surprise the consistency is there! Some just choose to say otherwise especially when they time after time do not get the grades they think they should.
