My guess is this loonie (blank) had something like tape on it when it went through the press. The taped over area is shinier than the regular surface.

Have you weighed the coin? Try an acetone rinse as well...

Tough to tell from the pictures but almost looks like clear glue on the coin that someone then impressed something into glue before it dried.

Is the affected area raised above the surface or is it indented?

I would say slightly raised, again like a piece of plastic tape was on the blank. I'd be happy to let anyone in Ottawa look at it.

My guess is still glue but I can't be sure just from pictures.
