Not sure why, someone would put US coins, in a Canadian TPG soft flip. Generally, US collectors dislike soft flips, let alone have their coins in a Canadian TPG...

127 of 134 US coins in ICCS holders on ebay are listed by coinmart.
Maybe they're just fillers in his bulk submissions to ICCS.
Did you ask in the US section for an opinion of these?
"Dipping" is not considered cleaning...
