It appears to be the type classified in Goron & Goenka as "Uncertain Ruler", G&G# AS42. Zeno.ru example. The footnote in G&G explains that, while the Emir's name is clearly present (on your coin, it's the characters at the bottom of the left-hand pic), the lettering is so badly drawn no-one can interpret it with certainty.

Mitchiner, 654. He classifies this as Ali (dates unknown) in Oriental Coins and their Values. Album in his checklist states that most Habbarid is really unattributable to a particular ruer, and no records are extant on mintage, types, etc. Mitchiner does give a written out legend in OCV. G&G seem to be going along with Album on these.
