This is a year 2000 20 ruble note,Pick #24, from the Republic of Belarus (formerly part of the USSR). It shows the bank in the capital city of Minsk. The note, uncirculated, is worth about $3.-

As the exchange rate is 8,000 rubles to U.S$1, this would have a value of a quarter of one cent. It is no longer used in Belarus anyway, as per their central bank.
