My guess:

1928 Farthing from Ireland.

Reason:

1) National Armada Memorial - Bronze
2) Alexander Fleming - 1928 discovered penecillin
3) Acts of Union 1800 - Union with Ireland
4) 2.83 grams

How can the answer be "possibly"

Couldn't find information on that, although I may not have looked hard enough.

I'm wrong. The Farthing has a harp on the obverse. I just can't wait long enough.

Small as in the size of a (modern) Canadian nickel. Or anything below that size.
