Centavos Of Some Kind, Too Worn To Tell

Anybody have any ideas about what this is? I pulled it out of a roll of nickels, and it has the same diameter, a smooth edge, and is slightly thinner than a US nickel. I can faintly see the last few letters of centavos on the left side of the obverse, and the letters os running down the rim about at the bottom right of the bust, but that's about all there is to identify by.

I think it is Dominican Republic (Republica Dominicana).
Might be 25 centavos, mid 20 century.

Following that train of thought, I just looked up the size of mid-20th century Dominican coins and it matches with the 5 centavos.
