1851 N-21c Large Cent Question

This 1851 N-21c came to me attributed as such. I have no problem acceptincg N-21 (the lump on the neck just above the tip of the curl at the base of the neck clinches it). But I don't quite understand the Die State C - because I do not understand what a "rough and blunted" legend means. The reference is to the legend outside the wreath. I just don't know what I should be seeing. Can anyone help me with that?

Nice EF large cent! I have the Grellman book and agree with N21 also. I am not seeing lettered die states in Grellman...maybe another author? I too would like to understand the "Die State C" designation. Hopefully someone more knowledgeable will come along.

In my copy of this book, Die States are listed at the bottom of each variety's page. My book is ©2001 and contains 450 pages.

Mine is a 1987 edition. It describes the die states, but no list of die states.
