Seeing the shop in the article, where the finder bought his "cheap metal detector" from, I recalled seeing the name on ebay:

The article has a minor error: "...they spanned the reigns of five or six Roman emperors, from Honorius to Gratian..."

When we know that Gratian reigned before Honorius.

How does the law operate in the UK regarding hoards ? Do they split 50/50 with the 'State' ?

I belong to my local archeological society which is located 20 minutes down the road from St Albans. I was lucky enough be able to attend a presentation on these finds and I have also seen a few whilst they were being cleaned at the Verulamium museum. The coins are simply stunning, most of which are almost uncirculated. I will have to try and find the notes on the presentation as it was quite interesting.

50% to the finder, 50% to the land owner. If the items are wanted by a museum they take them but pay the finder and land owner 'fair market value' for the items they keep.

The vast majority of items are not needed to be retained so once the museums have cataloged the finds they are returned. The system is pretty fair but can come unstuck when the museums struggle to raise funds at short notice. See the last paragraph here:
