in terms of what is minted it will be nearly 50/50 with whatever slight variance you can assign to randomness. in terms of what gets listed in the TPG's population reports- that's based on submissions which is a non-random and much smaller sample size. Some will be elusive in high grades and that will dictate price.

I think out of 1000 coins I checked not one 2013-P Position A made 67. So based on the randomness of my sample- that coin was elusive for me.
