It's from Imperial China. The denomination (the two characters at the bottom) is 1 cash, or 1/10th of a cent. The incuse symbol in the middle of the obverse is the mintmark for Chihli (now spelled Zhili) Province. The cyclical date is indicated by the two characters to left and right; this date translates to AD 1908. Listed in Krause as KM/Y 7c; Here's the NGC database page.
