Looks like a spender to me. Unless you play dollar bill poker, then keep it.

Its cool and id keep it. I have a stack of bills like this. Cool notes with no extra value. I'm saving them for something really amazing but havent settled towards what yet. Probaly that Natick note Jim had. Lol : -)
