That's a beautiful error.! Off centers with those "striations" are usually referred to as stretch strikes. These occur quite frequently with uniface strikes. I may be wrong but I think that this is especially true for nickels, at least from what I've seen. There's a minor obverse and reverse die clash too and it's also nice that the second strike didn't erase the date! Nice error vermontensium.
