Yes .. I bought it like that .. plus .. it was not cut out .. was still sealed .. empty.
I sort of wondered the same thing. Maybe because 1955 was the first year for flat pack, I think, seems like I remember 1955 had both box and flat pack sets. So maybe the first sets did not have the mint token.
