I believe the coin is Andronicus II Palaeologus. 1282-1329 AD, a very, very late Roman coin. I bought the coin semi-attributed, and I also believe I have found the the SB number for it.

Restored Byzantine Empire
Andronicus II Palaeologus
AE , BI? Trachy Thessalonica mint.
21 mm x 1.06 g
Obverse: St. Demetrius standing facing.
Reverse: KWa - Andronicus II
standing facing, holding large patriarchal cross and akakia, star in left field.
Ref:SB 2377 (I think)

Would it be safe to call this scarce / rare?

I don't really see many coins attributed to the Palaiologos dynasty.

Wildwinds say scarce in the referenced listing.

I only see one figure on the reverse. I'd look earlier, possibly Michael VIII.
Andronicus in base metals is scarce, at least the scyphates.

Correct I see one figure on the reverse and one figure on the obverse. Are you sure it doesn't look like SB 2377

This is an interesting coin that I don't believe is Andronicus II or Michael VIII. The emperor is holding two crosses one in each hand. I need to do some research to see if I can come up with an answer for you.

Your right, Ski, I can't believe it missed that, he is holding two crosses. I must admit that the coin is very debased and would feel more confident calling it Bronze, rather than billon. If there is silver in it then it is in a very minute amount. The coin seems rather complete in the sense that the coin is one piece rather than a larger coin clipped down. The earlier Trachy are much later and heavier than this coin. I am really eager to see what you can come up with ski.

Maybe SB 2486 variant?

Andronicus III Palaeologus 1328-1341 AD.
