It's a Roman Provincial coin, I believe the emperor is Gordian III 238-244 AD.

I agree it looks like Gordian III. The reverse is probably a goddess holding a cornucopia. Maybe we can narrow it down.

The reverse looks like Tyche standing left, holding rudder and cornucopiae.

The issue here is the overstrike, looks like a challenge.

There are many many examples on wildwinds which are similar to your coin. Go to Gordian III's page http://wildwinds.com/coins/ric/gordian_III/t.html , do a "find on page" and type in Tyche. Looks like the obverse inscription ends with "...(delta?)IANOC" so you can narrow it down by that. Many of Gordian III's Tyche coins have obverse inscriptions with different endings, like ...IANOC AV(gamma), ...IANOC CE, etc. Instead of Gordian III, your coin might be a Diadumenian. Can't quite make out the obverse character before the ...IANOC. If it is an N instead of a delta, it is Diadumenian. Maybe CCF member Bacchus2 will chime in. He's the Diadumenian expert ( http://www.diadumenian.com ).

My first thought was also Diadumenian. Unsure about it but 'Diad' would be a better find.

IMHO, this coin has been over struck. The round pit in the center of the reverse suggests an Alexandrian Roman Colonial bronze to me. Interesting piece, nice patina. , about Diadumenian.

The more I look at the coin I think you are right about it being Diadumenian. My first impression was Gordian III by the shape of the nose, but because of it being overstruck I can see where the nose can be distorted.
