First, is it normal for these coins to be off-centre like this?

Also, where do you find which year it is? I know the AH 1255 and thought the year would be around the tougra, but I don't see it.

It's year 4. It looks like a backwards three at the top above the date. As for it being off-center, I've seen a few. Not sure how common or uncommon it is.
